About Speaker
Dr. Nor Bizura binti Abdul Hamid is a Senior Principal Assistant Director and Public Health Physician with nearly 30 years of experience, currently leading the Health Sector for Persons with Disabilities (PWD) at the Family Health Development Division, Ministry of Health Malaysia. She earned her MD from Universitas Sumatera Utara in 1996 and a Master of Public Health from Universiti Malaya in 2004.
Over her career, Dr. Nor Bizura has provided strategic and technical leadership in formulating inclusive health policies and strengthening services for PWDs. Her work includes cross-sectoral collaboration—particularly with the Ministry of Women, Family and Community Development (KPWKM)—and alignment with the Persons with Disabilities Act 2008 and the UN Convention on the Rights of Persons with Disabilities (UN CRPD).
She has also worked closely with NGOs and partners to enhance training, monitoring, and public awareness. In 2024, she served as a plenary speaker at the Malaysian Conference on Paediatrics and Child Health, presenting the Action Plan for PWDs in healthcare and introducing six community manuals for managing children with disabilities. She is registered with the National Specialist Registry (NSR) in Public Health and actively involved in national public health associations
